HI State Legislature and the Governor’s office have been discussing best use of the State of Hawaii $2 Billion budget surplus. Given the proposals on the table, which of the following is your top choice for how Hawaii should make best use of the budget surplus?

1. Earmark for the Rainy-Day fund
2. Remittance back to the public through tax returns or cash payments
3. Relief on general excise tax for food and medicine
4. Capital debt pay-down
5. Fund long-term projects, such as low-income or homeless housing
6. Combination of the above or tell us your opinion!
